One reason is it may not have been possible for the Doctor in "Pathfinde4r" to tell if that was the confirmed new dress, we all know that before a new piece of equipment is decided on it has to go through multiple tests, and wears before aproval. And Reg and Deanna were the only ones in contact in the uniform. And secondly, replicator rations, new unifroms meens replication, and all through the series rations were on short supply.
