The TCW has been a recurring arc since the first episode, it was put on hold though season 3. Tptb will probably keep the TCW arc going till the last, it's needed to keep the future in danger (although I would welcome a resolution in favor of Fed building episodes) but there'll probably be breaks from it from time to time like in seasons 1 & 2. I guess we're in for another season of Archer hogging everything while we're meant to have amnesia over the civilian, druggie, manslaughterer still being first officer.
