Japan PM vows help as quake toll rises to 11 <br /> (AFP)

AFP - Prime Minister Yasuo Fukuda on Wednesday promised the utmost help for people affected by a powerful quake in northern Japan, as the death toll rose to 11 with another body pulled from the debris.
