BINGHAMTON, N.Y. (March 27) - An upstate New York man embroiled in a dispute over his water bill is not being allowed to pay off his debt with a check written on toilet paper. Ron Borgna tried to settle his $2,509.66 bill with a check written on floral print, two-ply toilet paper Wednesday.

 

The disagreement began in September 2006 when Borgna received a $422.90 water bill. Borgna claims he was overbilled. With additional charges, penalties and late fees that bill has grown.

 

Binghamton city officials refused to accept the check. After a short argument, Borgna was escorted out of the building.

 

Borgna says he is appealing the judgment against him in small claims court.

I'm not positive but I do believe that the check would be considered legal tender.

No, a chack isn't legal tender. Only the government can print legal tender. A check is just a piece of paper with account information on it. The toilet paper, while not common could have been cashed. You don't even need the paper form of check for it to be processed.

Whether it was legal in this instance would depend on how the state of New York defines its check requirements and how he completed the document.

 

He was obviously trying to make a statement with his payment.

Wouldn't you need the bank account number and the routing number on it to even attempt to cash the check?

 

Speaking about legal tender and cash, I see the site doesn't have enough, so that could be why there are ads at the bottom of the pages.

i find this hilarious, also that it occurred an hour from where i live. people in my area are cracking up first the guy who tried to rob a closed bank and now this whats next?
