HELP!

Ok, this has been bugging me for basically my whole life. When I was little, in the early 90's, there was a science fiction show on tv. I don't know the title! Here's what it was about, a man from either the future or outer space came to earth to solve problems. With him is a floating robot with basically a huge screen for an eye. The guy goes around and solves all the problems, but the government wants to take the robot and dissect it for their own purposes. I know the robot had a blue screen, almost like Max from Flight of the Navigator. I need help to figure out what this show was, it basically introduced science fiction to me. HELP!
