OMG, I am having a really difficult time choosing but I think I would have to go with B&B. There are so many great episodes written by everyone named but the ones that effected me the most are many of the B&B stories (like The Cogenitor).

I have to go with:

Chris Black

Carbon Creek

Singularity

Cease Fire

The Breach (with John Shiban)

First Flight (with John Shiban)

John Shiban

Minefield

Dawn

Canamar

The Breach (with Chris Black)

First Flight (with Chris Black)

Combined they had probably the best season 2 episodes.

I'd have to agree with VaBeachGuy. Also doesn't it seem like B&B don't trust the rest of their staff to write the big important shows, like finales or debuts?

I'd say Chris Black. Though B&B had the best individual episode, IMO. They also had two of the worst episodes. Therefore, I'm penalizing them a bit. Chris Black was the most consistently good. I would have said John Shiban except for his credit on "Bounty." (or, as Keckler calls it on the television without pity website, "Booty")
