My pick is Coto with some consideration for Sussman and B&B. Coto wrote some great episodes and I think he's going to be a big part of Enterprise's future.

B&B the wrote some of the best of the series, each of the ones they wrote were great (excluding the last 5 minutes of Zero Hour but you can't be too picky)

On the listing - I have to go with Black - I loved every one he was involved in. Although on balance Hatchery is still my favourite (still have two to see in the UK!)

Manny Coto did an excellent job this year.

I think I ended up giving all of his episodes very high ratings. I know I gave Sim. an 8.5 but I think so much more of it in hind-sight. He definitly had a great year.

Credit is also well deserved with Chris Black for 'The Forgotten' and to Mike Sussman for 'Twilight' (even though he did write 'Hatchery', but I'll forgive that).
