I can't include everyone. Write in votes are encouraged. I'm assuming that U.S. citizenship will become Earth citizenship before the 23rd century. Spock and Troi are concidered to have dual citizenship. I don't think Worf qualifies, but I may be wrong.

In peacetime Jean-Luc Picard for his diplomatic skills and intelligence. In wartime Benjamin Sisko for his bravery, tactical genius and honesty.
