While it is Vulcans and Romulans who have copper-based blood in the Star Trek universe, which species has blood that,

when oxygenated, is the correct color of oxygenated copper-based blood?

Copper-based blood is clear when it is non-oxygenated, and it turns blue when exposed to oxygen. So the answer I was looking for is "Andorians."

 

Bolians also have blue blood, so if you answered "Bolians," it's a correct answer as well.
