Why did both the Romulans & Klingons in the era of TOS have a class (or general template) in the fleet called a “bird-of-prey”?

A. They had a alliance and therefore developed this kind of ship together (but of course both made there own modifications to their “bird-of-prey”)

B. Because of the hate of each other they had the same name to try to develop a “better” ship. (So when someone mentions a “bird-of-prey” someone would think of the more powerful ship and therefore the people that developed it)

C. The Romulans & Klingons use to be one government until they broke apart.

D. They had an alliance and wanted there military to become one complete unit
