Answer: He did say “Sleep.. Sleep Data” but he was still connected to the Borg at that time. If he wasn’t Data couldn’t have implanted the command to regenerate to the Borg vessel and thus disabling the ship.

 

What I was looking for was what Picard said when he was totally disconnected from the Borg and it was over.. - “Almost human, with just a bit of a headache.” ( In response to Troi’s question of “How do you feel”? )
