Takara_Soong 4 Posted November 15, 2004 Depends on which Starfleet you are referring to - UFP Starfleet or Earth Starfleet. If you are referring to the UFP Starfleet, this is from The Star Trek Encyclopedia: A Reference Guide to the Future by Michael Okuda and Denise Okuda: Starfleet: Deep-space exploratory, scientific, diplomatic and defensive agency of the United Federation of Planets. Starfleet was chartered by the Federation in 2161 with a mission to "boldly go where no man has gone before." The most visible part of the Starfleet is its interstellar starships. Additionally, Starfleet maintains a far-flung network of starbases to support deep-space operations. If you mean Earth Starfleet then they were around at least as early as 2119 when Zefram Cochrane did the dedication to the Warp Five Complex which was Starfleet's main center for constructing the warp five engine.
