OK, I can see the reasons why Voyager would remain with the old uniforms even though they knew of a redesign.

i think this was most noticeble during first contact when encountering the borg.

i liked the fact of how he was voyager's spock/data like chratcer in early episodes as compared to seven of nine who always seemed too human.
