That makes no sense. A promotion is a promotion is a promotion. You should start to receive pay at your new rank as soon as the new rank becomes effective regardless of how well you scored on the test.

 

The person who graduates last in his class at West Point is still called "Sir". The person who graduates last in his class in medical school is still called "Doctor".

You are right it doesn't make sense. This is the Navy and that how they do things. I can't change the system.
